These provisions comply with the ethical principles adopted by the Committee on Publication Ethics (COPE) and the Publication Ethics of the Journal of the publishing house Problemy Nauki (http://www.scienceproblems.ru). If there is any suspicion that any of the principles described below are violated, the editorial board of the journal will follow the instructions of COPE (http://publicationethics.org).
All parties involved in the process of preparing materials for publication in the journal, namely: authors, reviewers, members of the editorial board, must follow the following standards of publication ethics.
The editorial board decides which of the articles sent to the editorial office should be published.
Before the publication of the article, the editorial staff is not entitled to disclose information about the submitted manuscript to anyone except the author, reviewers, potential reviewers, and other editorial consultants. Any manuscript received for peer review must be treated as a confidential document. Materials should not be shown or discussed with other persons, except for persons authorized by the editor-in-chief. Unpublished materials used in the submitted manuscript should not be used in the editorial board members’ own research without the written consent of the author.
An elected reviewer who feels incompetent to review a study submitted in a manuscript, or who believes that an early review of the manuscript will not be possible, should notify the editor and exclude himself from the review process.
Reviews must be objective. Reviewers must express their opinion clearly and with arguments.
Reviewers must identify relevant published works that have not been cited by the author. Any statement, conclusion or argument must be accompanied by a corresponding reference.
Confidential information or ideas obtained during the review process must be kept confidential and not used for personal gain.
The article must contain enough details to ensure the verifiability of the work. Fraudulent or knowingly inaccurate statements are unethical and unacceptable. Authors must provide original research data for editorial comments, and must be prepared to provide open access to such data if it is practically feasible.
Corresponding links to the work of other authors are a mandatory requirement. Authors must refer to publications that had a decisive influence on the nature of the presented work. The authors of the article must guarantee that they have presented a completely original work, in case of using the work and quotes of other authors, bibliographic links or excerpts are mandatory.
The author should not publish works that describe essentially the same research in more than one journal or primary publication. Submitting one and the same manuscript to more than one journal at the same time is unethical behavior.
Authors must guarantee the objective presence of co-authors, as well as that all co-authors have seen and approved the final version of the article and agreed to submit it for publication.
Authors must disclose in their works information about the presence of interests of third parties, as well as about the customer of the scientific work.
