The Bulletin of High Technology is an open-access journal. Readers may access published articles on the journal’s website without subscription or registration.

The journal does not charge authors a submission fee, article processing charge, publication fee, or page charge.

Revenue and financial support

The journal is institutionally funded by the Institute of Water Problems and Hydro-Engineering named after I.V. Yeghiazarov. The journal does not depend on author fees, subscription charges, pay-per-view fees, or advertising revenue. Institutional financial support does not influence peer review, manuscript acceptance, editorial decisions, or the interpretation and presentation of research.

Advertising and direct marketing

The journal does not accept commercial advertising. Any direct communication inviting manuscript submissions must be accurate, appropriately targeted, and non-intrusive. Marketing activities and institutional support are kept separate from editorial decision-making.
